    "content": "To conclude, it must be indicated where the swearing in of members of the first County Assembly in each county will take place. This must be done during the day, so that the citizens in each county can come out in big numbers to witness the first county government in that area. Mr. Deputy Speaker, Sir, this legislation is a milestone and historic in the lives of Kenyans. With those few remarks, I fully support the Bill."
