    "content": "Mr. Deputy Speaker, Sir, this Bill needs not to take us backward. This Bill needs to recognise the fact that we have come from far as the National Assembly. For example, this Bill provides that there has to be a Motion in the County Assembly before a Bill is discussed. That is something that we dispensed with in this Parliament and the Executive does not have to go through the rigor of bringing a Motion to the Assembly, the Motion is discussed and when it is passed, only then can a Bill be brought to the House. We need to move an amendment to clause so that the Executive can directly bring a Bill to the County Assembly, it is discussed and passed into law."
