    "content": "This Bill is the mother Bill of devolution because it spells out the functions and roles of county government and the key officials. I am very happy to see that right at the outset in Clause 3, where the object of the Bill is stated, the provisions of the Constitution are restated. Therefore, from the outset we are reading Clause 3 and Clause 5; this Bill is giving effect to the provisions of the Constitution; therefore, any of the provisions will have to mirror, or replicate, what is in the Constitution. If you look at it there, it goes on to say: “giving effect to Articles 200, 174 and 175 of the Constitution”. I need not read all of them. That shows that the framers of the Bill were very conscious that they could not go outside the Constitution, and the Bill has to accord with the Constitution."
