"content": "Mr. Temporary Deputy Speaker, Sir, I rise to support this Bill. I want to start immediately with the County Executive. What captured my attention as I was going through this Bill is the oath of office for the county governor. Looking at it, you will find that he is one of the officers of the county who is not committing himself to the Constitution. I want to look at that together with the provision as spelt out in Article 31(2)(b) that the governor shall perform the state functions within the county as the president may determine. When you combine these two, you see some curious omission that goes a long way to undermine the authority of the governor in the county. I would have preferred that a lot of borrowing in the oath office, particularly as far as the Constitution is concerned should have been borrowed from the oath of office by the president."
