    "content": "The second thing is on the name County Executive committee. We have been discussing this silently with Mrs. Odhiambo-Mabona, but I do not want to go her direction. My direction with it is that the County Executive committee should be renamed the County Executive branch. The whole idea is to bring a paradigm shift in the way things are done at the county level. We have been used to committees at the local authorities’ level and people do not usually take them seriously. So in recognizing the fact that at county level we have a full Government with its three branches, then I think a better name should be County Executive branch. When the governor constitutes, he does not constitute a committee, but he constitutes a branch of government that shall be served with the responsibility of executive function. There is also the function that the governor shall chair meetings of the County Executive. I want to suggest that the Minister will give it some thought."
