    "content": "Mr. Speaker, Sir, Article 215 of the Constitution establishes the Commission on Revenue Allocation and provides for the nomination of the Chairperson and Members of the Commission and their subsequent appointment by the President. Article 216 goes on to outline the functions of the Commission, particularly with regard to the sharing of revenue between the national and county governments, amongst the county governments as well as other matters concerning the financing of county governments."
