    "content": "Again, under our Constitution, enactment of legislation is essential to enable the Commission perform functions and exercise powers in addition to the functions and powers conferred to it under Article 216 as a body corporate. It is important that administrative and financial architecture of the Commission on Revenue Allocation is, therefore, consistent with the international best practices. The additional functions and powers prescribed by the Bill seek to facilitate the efficient and effective functioning of the Commission."
