    "content": "Mr. Temporary Deputy Speaker, Sir, on the functions of the Governor, I think it is quite expressly stated what the Governor is going to do. My only addition is on part “k” of Article 31, where he is going to be the chair of security. This is something that, probably, needs to be well thought out. It is quite easy for the President at the national level to be chairman of security, but at the county level, I am sure that there are some ethnic overtones and other issues that might make it difficult for that Governor to actually be in control. He might be sucked into the ethnic or clan tensions that might be there."
