    "content": "Madam Temporary Deputy Speaker, I want to draw your attention to Article 52 (1) on decentralization. Yes, the Bill has come out very clearly on how the county will go down to sub-county and then wards. But Article 52(1) is not very clear on whose mandate it is going to be for creating decentralized units beyond the wards. This is not going to be a responsibility of national Government. This Bill has to be very clear, so that the county government is given that power to legislate on this if it deems fit within its powers. I will want the Minister to relook into this matter."
