    "content": "Madam Temporary Deputy Speaker, on Clause 47, I am disturbed about fixing of the maximum number of wards. We cannot have a quarter of a person. At the constituency level, we are prescribing the maximum number of wards. At the county level, we are also doing the same. At the national level, we are also trying to do the same. If we start move from the constituency level to the county level, these figures are bound to change things in this country. We cannot put a ceiling on the national level because it will be determined by the ceilings in the constituency or county levels but the formula must be applied. When we apply the formula it will be important for us to also determine the maximum number of wards available to be distributed in the county; I believe there is no way we can have other wards. Surely, even if it is point one or point two of a ward in terms of the population quota, it should qualify for a ward, so that people can feel that they are properly represented. It is important for us to come out very clearly so that we do not get into confusion."
