I want to begin by congratulating the Minister for bringing this Bill early enough, and also for setting up the task force that did an excellent job by going round the country to collect materials for this Bill. I also want to thank the Minister for carrying out an exercise to improve planning in a number of counties in the Republic; that exercise by his Ministry can be undertaken in all the 47 counties so that we start on a good footing."
