"content": "Madam Temporary Deputy Speaker, I would like to say that the role and the powers of the assembly members have been properly articulated, but there is one aspect under Clause 8 which I want to be introduced. As you know, under Article 195 of the Constitution of Kenya, the county assembly has the powers of the High Court; it has the power to summon witnesses. I think that this should be lifted from the Constitution to define the roles of the assembly members, and if necessary elaborate on how those powers to summon will be exercised, so that we will not have assembly members misusing those powers to summon the governor, the Executive members and other members of the public on very flimsy reasons."
