    "content": "Mr. Deputy Speaker, Sir, I have lot of respect for my good friend, hon. Minister. However, is he in order to mislead the House that he can create a policy for every instance? Indeed, he did say that there is no policy and that these appointments are done at the behest of the appointing authority. The hon. Imanyara said in the absence of clear policy, it is subject to abuse by the appointing authority. Could he confirm that this can be open to abuse? So, he just needs to confirm or deny, and then I will ask the other substantive question."
