    "content": "Mr. Deputy Speaker, Sir, I think I was just about to accept the vacuum that existed previously was subject to abuse of that discretion. The hon. Member is also aware that we did remove that discretion in the Constitution. We were so specific. Even the appointments of permanent secretaries which had been at the discretion of the President, are no longer at his discretion. They will have to be recommended by the Public Service Commission. The President no longer has the option of taking anybody from anywhere leading to the possibility of this abuse. So, that is already sealed in the new Constitution. However, what I have been answering was regarding past appointments that will run their contract periods. After that, it is clear; it will not be possible."
