    "content": "Recently, when we were going through the Budget, we had a chance to go round the country to get views from wananchi on the contents of the Budget. When I go through the Bill, there is no guideline on how the public would participate through this Commission. I propose that after the Commission tables their estimates, there will be a stage where there will be public participation. That is where the public can come and give their views on what they would like and what they think should be funded within their county or in their constituencies."
