    "content": "Mr. Deputy Speaker, Sir, I appreciate that the Minister is keeping hope alive but the stalled projects inherited in 2003, he is hoping to complete them in 2012. When the Government took over they knew that they would be in office for two terms. Actually the NARC Government came up came up with a Ministry under the late Vice-President that was to complete all the stalled projects. However, that is even a small point. The bigger point now is that there are projects under the Economic Stimulus Programme (ESP) started by this same Government that are in various stages of completion. I doubt if any of them is complete. In the Constitution, the principles of public finance demand that public money shall be used in a prudent and responsible manner. That is contained in Article 201(d) and Article 201(e); it says that financial management shall be responsible and physical reporting shall be clear. What has the Government done to ensure that projects started are completed within reasonable time, and definitely not before the next general election, which we expect to be in this year."
