    "content": "I am more interested in the second part of that Clause “at any places in Kenya” and relating this to the functions that have been provided by the Constitution to this Commission. I want to make reference to Article 216(2) which provides that the Commission shall also make recommendations on other matters concerning the financing of and financial management by county governments as required by this Constitution and national legislation. Article 216(4) says that the Commission shall determine, publish and regularly review a policy in which it sets out the criteria by which to identify the marginalized areas for purposes of Article 204."
