    "content": " Madam Temporary Deputy Speaker, I rise to support this Motion. I also want to add my voice to Clause 4 of the Bill, which gives the Commission an option to either establish other offices or not. I think we should change this to compel them to decentralize in capturing the spirit of devolution in the new Constitution. This is a very critical aspect of the new Constitution; the devolution of funds. I think it is important that the Commission takes it upon itself to ensure that it devolves its services and opens up offices, not just in any place in Kenya, as was mentioned by the hon. Member, but in all the 47 counties within the Republic."
