"content": "Mr. Temporary Deputy Speaker, Sir, the Government is also supporting universities. We are giving incentives to private providers of university education through tax waivers like when they import construction materials, or when they import educational materials for teaching and learning. The fact is that some Kenyans will be able to pay for private university education, but the cheaper we make it, the better so that we have many more Kenyans and accept the fact that even as we open up universities, we also have to have--- In addition to having the physical universities, we also have to expand that other dimension that we spoke about. I agree completely that capacity is there but the problem is not just capacity. I think we can accommodate the students. The problem is whether or not we have the resources to support education. We need Kshs33 billion at present to subsidise education, and we need maybe Kshs40 billion to Kshs50 billion to build the infrastructure that we require."
