    "content": "Secondly, we have to be realistic. It is not possible to do it now. We have to stagger it just as we have started staggering admission to university. We are also getting rid of the system, where students wait for two years to join university; we have accelerated the intake. Between now and May, the universities will implement this, so that in the next year students who will graduate from high school will not have to wait for two years in order to join universities. These things require time. The intention of the Motion is great and I really hope that by 2015 we can do 75 per cent."
