    "content": "Mr. Temporary Deputy Speaker, Sir, there are certain areas of the Bill I would like to point out to the Minister, so that we can probably move forward together and produce an even better piece of legislation. The first one is Clause 31, which deals with the functions and responsibilities of the county governor. It is about the role of the governor. Looking at the roles spelt out under this clause, my opinion is that there is one particular area of the Constitution that has been omitted although it is captured elsewhere in the Bill. That is Article 176(2) of the Constitution, which reads:- “176(2) every county government shall decentralise its functions and provision of its services to the extent that it is efficient and practicable to do so.”"
