    "content": "Mr. Temporary Deputy Speaker, Sir, there are quite a number of issues there and these are very important because as we look at devolution and as we implement it, there will be many issues that will require a lot of consultation between the national Government and the county governments. At the same time, we want to be able to have the President of the national Government interacting with the governors in a structured manner, and we believe that this is very important for harmony and cohesion in the country. This forum is not a voting forum and I would like this to come out very clearly. This will largely be an advisory board and a consultative unit because if we were to engage in a voting forum, one would have to start looking at different numbers. That is not the intention here. The intention is to have good consultation."
