I have seen in this Bill, we are proposing that it should be after the first election. I do not know exactly what we mean by the first election. However, I am sure, maybe, we will get proper interpretation, because if you are saying, we have a run-off then I do not know whether the County Governments will already be operational. If they will be operational, what happens within the interface?"
