    "content": "Mr. Temporary Deputy Speaker, Sir, there is a point that hon. Mungatana made, which I think needs to be re-emphasized and probably, put into the right perspective. Even as we create bodies to harmonize the various relationships amongst the counties and with the national government, we need to be careful lest we put a lot of strain and crowd out development at the county level, and have a lot of recurrent expenditure. When you talk of the technical committee or council being given the powers to create county working groups or committees, we need to control this. We need to have in our rules and regulations how this needs to be done, so that we do not leave it at the whims of these bodies to create unnecessarily too large bureaucratic system."
