    "content": "Mr. Speaker, Sir, it is a very detailed process. Maybe, I should just highlight one or two aspects. Subclause (2)(a) of Clause 7 says that the Authority shall facilitate the analysis and phased transfer of the functions listed under the Fourth Schedule of the Constitution to the national and county governments and determine the resource requirements of each of the functions. This is very important because, as we said, functions should not be assigned to the county governments yet they are not adequately resourced. So, this is a very thorough programme; it indicates what should be done."
