    "content": "Thank you, Mr. Temporary Deputy Speaker, Sir, I rise in support of this Bill. I am looking at it and seeing that, yes, it may have a foundation in the transitional provisions. But the only body known by the Constitution to oversee implementation is the Commission on Implementation of the Constitution (CIC). We should always bear that in mind. Therefore, this Bill, although it acknowledges that in some places, it is not well co-ordinated to acknowledge the role of CIC everywhere."
