    "content": "Secondly, the day-to-day management of this Board will be the duty of the Director-General, and not that of the Board. The Board’s functions will have to do with policy issues and oversight. So, the Board cannot, by itself, manage. Somebody said that it should be smaller. We actually reduced it. After a lot of bench-marking, we came up with 13 members. We cut it down to what we now have, which we think is lean enough."
