    "content": "Mr. Deputy Speaker, Sir, I beg to give notice of the following Motion:- THAT, aware that pursuant to Article 261 (1) and the Fifth Schedule thereof, the following Bills now pending before this House namely; the Land Bill (2012), the Land Registration Bill (2012) and the National Land Commission Bill (2012), are required to be enacted by this House not later than 27th February 2012; further aware that these Bills seek to implement critical and fundamental aspects of the Constitution, noting that owing to delays in the drafting, publication and presentation of these Bills to the House, the time left before the 27th of February 2012 is not appropriate for this House to effectively study and scrutinize the Bills and engage with the public as required by the Constitution and debate and pass the Bills into law; noting further that the hon. Speaker of the National Assembly has certified that there exists exceptional circumstances in accordance with Article 261(3)(b) of the Constitution; this House resolves to extend the period prescribed in respect of the enactment of these Bills for a period of 60 days commencing 27th February 2012."
