    "content": "Mr. Deputy Speaker, Sir, in my humble opinion, this is not correct. I agree with hon. Abdikadir that independence of a Commission is not to say it exists outside the universe. It is independent of control or direction. It is not independent to the extent that it will not listen to the Chair, or me, or the House or all Kenyans. The whole purpose of the process is to have a Commission that listens to every view and makes the most useful proper constitutional set of Counties, constituencies and wards, so that Kenya might move forward correctly."
