    "content": "Mr. Deputy Speaker, Sir, therefore, the law is very clear and straightforward. The committee has a mandate to receive the report from the commission. The committee has a mandate to make recommendations to this House on that preliminary report; this House has the mandate to make resolutions. Those resolutions, in my humble interpretation of this law, will be based both on the preliminary report of the commission and the recommendations of the committee. That is the law enacted by this honourable House itself. So, I believe that it would be in order to allow the committee to proceed to table the revised preliminary report of the commission together with its recommendations."
