    "content": "Mr. Temporary Deputy Speaker, Sir, I stand to support this Bill. However, I want to support Mr. Mungatana on the issue of borrowing by county governments. Of course, county governments will have strategic plans and the capital development plans. In Clause 4(2), it clearly says that:- “The Cabinet Secretary shall not guarantee a loan under this subsection unless- (a)The loan is for capital project that is revenue generating, the revenue to be generated will be sufficient to service the loan repayment; (b)The borrower is capable of repaying the loan, and paying any interest or other amount payable in respect of it”."
