    "content": "Mr. Temporary Deputy Speaker, Sir, while I support this Bill, I have concerns that I would want to raise. First of all, it is important to note that national resources belong to the people of Kenya. Therefore, people need to be part of resource management, and guaranteeing a loan is part of resources of this country. This Bill should set out clearly how people will be involved in that guarantee. I can see it says that the Cabinet Secretary will report 14 days after. I wonder why that report cannot be made before the guarantee is done. This is because the people of Kenya have the final and supreme authority. The people of Kenya want to participate through their elected representatives. I would love to see a situation where the Cabinet Secretary reports to Parliament that the Government intends to guarantee loans to such and such entities and provide the profile of those entities to determine whether they have the capacity."
