    "content": "Mr. Temporary Deputy Speaker, Sir, I also want to thank Kenyan people for accepting in the referendum Article 67 the way it is framed. On this particular item, I want to share the views of hon. Martha Karua that we should not at any time contemplate extension of time for this particular Bill and also the Land Registration Bill. I am convinced that between now and Sunday the 27th, there is sufficient time for Kenya to, at the very least, have this law on the National Land Commission and the Land Registration Bill; this is partly because we are in an election year. I am satisfied that in the preparation for county governments and devolution, these two laws ought to be functional at the very latest by 15th of March."
