    "content": "Another provision says that the borrower complies with the conditions imposed by the Cabinet Secretary in accordance with the regulations. Who sets the regulations? It is the Cabinet Secretary. Does it mean that the Cabinet Secretary will just sit down and do regulations? I still feel that the people of this country need to be involved. They need to know what the conditions are. They need to know the regulations required for the Government to accept to guarantee a loan. That can only be done through the two Houses. The two Houses need to be involved because when we are guaranteeing a loan--- In this country, we are treating the county government like we are donating resources to them but it is not true. The resources of this country belong to all over us. There is no resource that belongs to the national Government and the county government. Even the resources like guaranteed loans, the people in Suba or Homa Bay County have equal say. So, we need to have a clear way of involving the people of this country through the National Assembly and the Senate. The Senate will guarantee that the county government is involved."
