    "content": "Mr. Deputy Speaker, Sir, I thank the Chairman for moving that Motion, and in seconding it, I would want to indicate that for all of us who are listening and observing--- There are a lot of Kenyans who are calling for more time for debating this critical issue. If you see the post-election violence report, one of the issues that is raised as an underlying factor for the conflict is land. Even though we are mindful of the constitutional timeframe, we want to indicate that as the Constitutional Implementation Oversight Committee (CIOC) we were not responsible for the lapse of time, neither was it as a consequence of an act by the Back Bench; it was a consequence of an act of the Executive."
