    "content": " Mr. Deputy Speaker, Sir, I would like to thank hon. Dr. Khalwale for having raised such a weighty matter. This matter needs to be looked at by the relevant Ministry and departments to make sure that there is a comprehensive approach in solving this problem. The truth is that even though hon. Dr. Khalwale has raised the plight of the engineering students, many universities need to be given their own charters. Kisii University Campus has been in operation for the last 15 years. Why it has not been given its own charter is very unfortunate. The Ministry of Higher Education, Science and Technology needs to have a comprehensive approach of coming up with a way of solving this problem so that many of the outstanding issues including the petition that has been presented by hon. Dr. Khalwale are sorted out."
