    "content": "The Executive has held Parliament at ransom during this constitutional implementation period in the sense that they bring these Bills late to force us into situations like what we are in now. They are just using the loophole in the Constitution that blames any failure to implement a Bill on Parliament. Parliament risks being dissolved if they do not pass certain Bills by certain deadlines. But there is no deadline as to when the Government should present those Bills."
