    "content": "Mr. Deputy Speaker, Sir, it is important that we give his honourable House and our people the time to engage on a matter that is very key and central. We thank this honourable House for the land policy. We thank our people for enacting a new Constitution; I think we must admit that the enjoyment of a new Constitution is as good as the enabling legislation that we enact. It is absolutely crucial that we respect that Constitution in terms of giving our people the time to engage and participate, so that we can have quality legislation."
