    "content": "Mr. Temporary Deputy Speaker, Sir, with regard to regulations, many of the issues that are raised will be in regulations. They will be illustrated clearly in the regulations. The regulations will once again be subject to approval by this House. This House will have the opportunity to go through those regulations, and ensure that those regulations are once again in accordance with the spirit of equity. It will ensure that the guarantees will not be given for reasons that will be outside the programmes or projects that this House itself has already approved."
