    "content": "Mr. Temporary Deputy Chairman, Sir, I have gone further by this amendment and recognized that of the three assemblies, the assembly which is responsible for county governments is the Senate. I have therefore said, to tidy it up even more, that the County Assembly, after looking at the report, will make proposals framed as amendments; the National Assembly will do the same; they will then transmit them through the Speakers to the Senate and then it is the Senate which will be the final recipient of these amendments with a view of making sure that the decisions made at the Summit do not in any way hurt the county government."
