    "content": "Mr. Temporary Deputy Chairman, Sir, I think we probably need to understand this from the beginning. The Summit has submitted a report to the National Assembly, the Senate and the county assemblies, and then the County Assembly, the Senate and the National Assembly each considers a report and makes their recommendations to the Summit. Really, you cannot ask the National Assembly to pass that report through the Senate. It is like subjecting the National Assembly to the supervision and prefecting by the Senate; I think this is not right. This is because these reports will subsequently go back to the Summit, which will be composed of the county governors. If there will be any recommendation from the National Assembly that will not be good for the county governments, the governors will not accept it. So, I oppose this amendment."
