    "content": "As you are aware, the Constitution of Kenya, under Article 208, establishes a contingency fund whose operation will be in accordance with an Act of Parliament. It further provides that again within two months after the first withdrawal of money, the national government shall seek the approval of Parliament for any spending funded from the Contingency Fund. However, the Constitution does not provide for contingency funds at the county level."
