"content": "Mr. Temporary Deputy Speaker, Sir, the Cabinet Secretary and the County Secretary are to make payments from their respective funds if they are satisfied that there is an urgent and unforeseen need for expenditure has arisen. The national government will be reporting to Parliament and seeking parliamentary approval for replenishment of contingency funds as per Article 223 of the Constitution. The county representatives will be reporting to the County Assembly and seeking the County Assembly’s approval for the replenishment of the relevant county emergency funds."
