"content": " Mr. Temporary Deputy Chairman, Sir, during my presentation when this Bill was on the Second Reading, I pointed out that matter which the Committee has brought up. It was basically because the Committee can only withdraw it if the functions of the County Assembly are not going to be handled by this Transitional Authority. However, if it is going to be handling such issues, then we will have to take care of those functions of the Legislature even if it is not going to be the Clerk of the Senate but at least a representative appointed by the Senate so that at least the legislative arm at the county is represented."
