    "content": " Mr. Temporary Deputy Chairman, Sir, I was just looking through the functions of the Authority and I actually fail to see where the Clerk would come in. It is really where we are moving from National Government to devolved governments and how the assets are to be transferred and how those functions will be done. It has nothing to do with the workings of the Senate or transition from National Assembly to the Senate. If we are talking of the National Assembly and Senate and how they work together, that makes sense. However in terms of the National Government and transition to the county governments; if you look at all the functions under Clause 7, then the Clerk does not come in. I would think their being here is probably more of a contradiction and would not add value to what the Committee had thought."
