    "content": "(11) A decision of the Senate on the appeal by majority vote in accordance with Article 123 of the Constitution shall be binding on the Authority. This is the insertion of two new sub-clauses that would give county governments the leeway if they are dissatisfied with any ruling by the Authority to deny them any function that they feel they are capable of; they can lodge an appeal with the Senate, and the Senate by a majority vote, as contained in Article 123 of the Constitution, can decide that such functions can be transferred to certain counties."
