    "content": "The Constitution requires that the matter be concluded within a period of three years. It will be against the Constitution to extend that period. Also, if you give room for extension, bodies like these tend to delay, especially towards the end, in order to get extension of time. So this body needs to know that within three years, it must be through and it must work within the stipulated period."
