    "content": "The real purpose of this Fund is to ensure that we have the capacity, as a nation, to deal with emergencies as and when they occur. Enough hon. Members have clarified the matter. Hon. Mbadi has clarified to hon. Ongoro that, as a Contingency Fund, it is basically the same as a supplementary fund. The Constitution allows the Government to spend without prior approval of Parliament and seek approval of Parliament two months later, because the whole purpose of this Fund is to deal with emergencies. We must be able to deal with such emergencies. I take cognizance of the fact that, maybe, Parliament will not be sitting when such emergencies occur."
