    "content": "Mr. Temporary Deputy Chairman, I beg to move:- THAT, Clause 31 be amended in subclause (2)- (a) by inserting the words “Subject to the Constitution” in the opening paragraph immediately before the words “The governor shall”; (b) in paragraph (h) by inserting the words “by decision notified in the Kenya county Gazette” immediately before the words “assign to every member of the county executive committee”; (c) in paragraph (k), by deleting the words “Police Service Act” and substituting therefor the words “National Police Service Act, 2011”; (d) by deleting paragraph (l) and substituting therefor the following- (l) sign and cause to be published in the county Gazette, notice of all important formal decisions made by the governor or by the county executive committee. (e) By inserting the words “containing such matters as may be specified in county legislation” at the end of paragraph (j). This is to emphasize that the governor can only perform his functions in accordance with the Constitution and secondly, to mirror the powers of the President in the Constitution of assigning functions to Ministers, that requires him to do so by publication in the Kenya Gazette . The further amendment specifies which county Gazette Notice the governor can sign. He can only sign important notices to prevent situations where the governor is required to sign every gazette notice."
