    "content": "Mr. Temporary Deputy Chairman, Sir, I conceded an amendment where we were saying that the county assembly numbers are so small that we need a speaker who will be stable and, therefore, he needs two-thirds majority of the county assembly members. Instead of the two-thirds, I was suggesting 75 per cent for the speaker. Why should a Motion to start this process have a lower majority or threshold? Are you not contradicting your argument of stability, because if the speaker is 75 per cent, then I was going to propose a further amendment; that if a motion is supported by instead of two-thirds, 75 per cent of all the members of the county, so that the speaker and governor are at the same threshold."
